ANNUAL PLAN
The comprehensive plan prepared every year for the development of Local Self-Government Institutions (Grama Panchayats, Municipalities, etc.) in Kerala is called the Annual Plan. Simply put, it is the list of activities and the corresponding budget that a Panchayat or Municipality intends to implement during a financial year.
Key details regarding the Annual Plan are provided below:
1. Objective of the Plan
The main objective is to elevate the standard of living of the people alongside improving the physical infrastructure of the region. Priority is given to basic infrastructure such as roads, bridges, and drinking water, as well as sectors like agriculture, animal husbandry, education, and healthcare.
2. Method of Plan Preparation (People's Planning)
In Kerala, Annual Plans are prepared with bottom-up public participation:
- Grama Sabhas: People in each ward gather to discuss the needs of their locality and submit proposals in order of priority.
- Working Groups: Specialized expert committees function to study various sectors (e.g., agriculture, education) and formulate specific projects.
- Development Seminar: Elected representatives, officials, and volunteers come together to discuss the draft plans.
3. Sources of Funds
Three main types of funds are primarily used to implement Annual Plans:
- Plan Fund: The fund allocation provided directly to local bodies by the State Government.
- Own Fund: Revenue collected by the Panchayat through taxes and other local charges.
- Other Funds: Central Government schemes (e.g., Mahatma Gandhi NREGS), MLA funds, and MP funds.
4. Components / Sectors
An Annual Plan mainly comprises projects across three major sectors:
- Productive Sector: Agriculture, industry, and animal husbandry.
- Service Sector: Education, healthcare, drinking water, and sanitation.
- Infrastructure Sector: Roads, buildings, and electricity.
5. Approval (DPC)
Plans prepared by the local self-government institutions must be reviewed and approved by the District Planning Committee (DPC). Projects can only be executed after receiving this formal approval.
